　　嘉宾简介：刘国材教授是资深华人公共行政学者，发表多篇论文与学术著作。他的教学和研究领域包括公共组织管理、项目评估、公共行政改革、地方经济发展、中国政策与管理专题研究等。刘国材教授曾获得多项教学、科研与社会服务奖项，现为美国公共行政学会首位华人主席（2012-2013）。

Dr.Kuotsai Tom Liou is a Professor of Public Administration at the University ofCentral Florida.  He teaches courses inPublic Organization Management, Public Program Evaluation, and Local EconomicDevelopment.  Dr. Liou’s research areasare public management reform, local economic development, and policy andmanagerial issues in China and Taiwan. He has published 5 books and over 60 referred articles and book chaptersin these areas.

Dr.Liou is an award winning professor.  He hasreceived (1) Senator Boorsma Award for his research and contribution in thearea of international public administration from the Southeastern PublicAdministration Conference (SECoPA), (2) teaching award from Florida AtlanticUniversity, University of Central Florida, and the National Association ofSchool of Public Administration and Affairs (NASPAA), and (3) service award fromthe University of Central Florida (i.e., Professional Service Award), the AmericanSociety for Public Administration (ASPA), and the NASPAA-Pi Alpha Alpha(National Honorary Society of Public Administration and Affairs)Dr.Liou is serving as the President of the ASPA (2012-2013).
